If you’re applying for your first job, you can get your NBI clearance for free under Republic Act No. 11261, the First Time Jobseekers Assistance Act. You need a barangay certification saying you’re a first-time jobseeker, plus two valid IDs or acceptable certificates, and you apply through the NBI’s separate first-time jobseeker application instead of the paid flow.

Who qualifies as a first-time jobseeker?
You can use the RA 11261 benefit if:
- you are a Filipino looking for a job for the first time, whether locally or abroad;
- your barangay certifies that you are a first-time jobseeker and have been a resident for at least six months; and
- you have not used the benefit before.
The law excludes beneficiaries of the JobStart Philippines Program (RA 10869) and similar programs, which provide their own assistance. If you’ve already worked and are changing jobs, you’ll pay the regular fee. See the NBI clearance fee guide.
Documents you need
According to the NBI’s Citizen’s Charter for first-time job seekers, bring:
- Barangay certification on the barangay’s official letterhead, dry sealed and signed by the Punong Barangay or an authorized barangay officer.
- Two valid government-issued IDs or acceptable certificates, such as a PSA birth certificate or a voter’s registration certificate.

How to get the barangay certification
- Go to the barangay hall where you’ve lived for at least six months.
- Ask for a first-time jobseeker certification under RA 11261.
- Bring a valid ID or proof of residency; requirements vary by barangay.
- Sign the oath of undertaking if your barangay requires it.
- Check before you leave that it’s on official letterhead, has the dry seal and the signature of the Punong Barangay or authorized officer.
The barangay certification itself is also free under RA 11261. Use it soon after it’s issued; under the law’s implementing rules, the benefit is valid for one year from the date of the certification.
How to apply, step by step

- Go to the NBI’s first-time jobseeker website (firsttimejobseekers.nbi.gov.ph) and register. Don’t use the regular paid application.

- Fill in your details exactly as they appear on your IDs and PSA birth certificate.
- Choose your branch and schedule. See our list of NBI clearance centers to find one near you.
- Go to the branch with your barangay certification and two IDs. Proceed to the first-time job seeker lane.
- Biometrics and name check. Your photo, fingerprints and signature are taken and your name is checked against NBI records.
- Release. With no HIT, your clearance is printed and released. The NBI’s charter puts the processing itself at just a few minutes.

Limits and rules to know
- Once only. RA 11261 says the benefit can be availed of only once, for one copy of each document.

- Honesty matters. Falsifying a barangay certification is punishable under the Revised Penal Code.
- Other free documents. The same law also waives fees for documents like the police clearance, barangay clearance, PSA birth certificate and TIN for first-time jobseekers.
