NBI main clearance center in Manila

The NBI Main Clearance Center is in the NBI Clearance Building on UN Avenue, Ermita, Manila. According to the NBI’s Citizen’s Charter, it is open Monday to Friday, 7:00 AM to 5:00 PM. The building also houses the NBI Mailed Clearance Section (3rd floor), which handles applications sent from abroad.

Note that the NBI’s headquarters, where the bureau’s main offices are, is in Pasay City. For clearances, the UN Avenue center is the main site, but you don’t need to go there. Any center in the list can process your application.

Types of NBI clearance centers

The official appointment system groups centers into a few types. All of them issue the same NBI clearance:

Type	What it is
Main clearance center	UN Avenue, Manila; the biggest site, which also handles mailed clearances
Regional offices	NBI regional offices in major cities such as Cebu, Davao and Baguio
District offices	NBI district offices in provincial cities
LGU sites	Clearance sites inside city or municipal halls and other local government buildings
Mall sites	Sites inside malls such as SM, Robinsons, Ayala and CityMall, often with government service centers
Satellite / one-stop shops	Sites in one-stop government service centers (OSSCO) and partner offices such as PhilPost Manila
Mobile units	“NBI on wheels” sites that appear in the system for limited periods

Is there a separate NBI renewal center?

No. There is no special “renewal center”. Every NBI clearance center handles both new applications and renewals. If you qualify, you can skip the center entirely: renew online with delivery or through NBI eClearance on the eGovPH app. See our NBI clearance renewal guide for who qualifies.

How to choose the right center

1. Search for your city in the finder above and note two or three nearby centers.
2. Check slots for each of them when you book on the official NBI Clearance website. A center a little farther away often has earlier dates.
3. Consider opening hours. Hours vary by site; check the schedule shown when you book.
4. Pick the morning slot if you can, before queues build up.
5. Book and pay for that exact center. You must go to the center you selected.

For step-by-step booking, see our guide on how to book an NBI appointment.

Before you go: practical tips

• Bring the right documents. Your reference number, proof of payment and two valid IDs. See the full NBI clearance requirements checklist.
• Dress properly. No sando, tank tops, shorts or slippers for the photo.
• Mall sites: arrive when the mall opens and look for the government service area or the NBI signage.
• City hall sites: ask the information desk for the NBI clearance window; some sites are inside a larger one-stop service area.
• Don’t pay anyone at the entrance to “skip the line”. Fees are paid only through the official online payment channels.
